A sense of backwardness appears to be the main hitch in Kalugala village. The difficulty to have access to the village due to bad roadways is also seen as a major contributory factor to this situation. Kumarapura Watta is a colony where an old rubber plantation existed once. Due to excessive usage for over a hundred years, these lands became very unproductive. Hence there was a programme to distribute these lands among people (who were the workers of these rubber plantation) under the World Bank funded NADSA (National Agricultural Diversification Settlement Authority) programme.
